 abstract={The local spatial development plan is an act of spatial planning, which aim is determination of: intended use of the area, the location of public investments and the methods of development conditions of the area. The legal consequences of passing or amending a local spatial development plan relate to the adoption of new and derogation of existing normative solutions. These legal consequences have diverse nature. There are three spheres of these legal consequences. They are: changing the scope of property rights; changing the scope of individual freedom in the construction process and changing the legal situation of a public entity. Municipal authorities assess the legal consequences of adopting or amending a local spatial development plan, and might also adapt the content of normative solutions contained therein to their legal consequences.},
